If you’ve been researching property costs in Bangalore and found figures showing 1% registration charges, that information is outdated. On August 31, 2025, the Karnataka government doubled the registration fee from 1% to 2% — the first revision since 2003. Combined with stamp duty and applicable cess, the total statutory cost of registering a villa in Bangalore now runs approximately 7.5–7.6% of the property value.

Here’s everything you need to know — with a worked example on a ₹2 crore villa.

 

Stamp Duty in Karnataka: Current Rates

Stamp duty in Karnataka follows a slab-based system based on the property’s value. The same rates apply across all cities — Bangalore, Mysuru, Mangaluru, Hubballi — with no gender-based concession.

For a villa in Bangalore, you will almost always fall in the above ₹45 lakh slab — making the applicable stamp duty rate
5%.

 

Cess and Surcharge on Top of Stamp Duty

Stamp duty alone is not the full picture. Karnataka levies additional charges on top of the base stamp duty:

  • Cess: 10% of the stamp duty amount
  • Surcharge: 2% of the stamp duty amount (applicable in urban areas)

This pushes the effective stamp duty rate from 5% to approximately 5.6% for properties within BBMP/urban limits.

 

Registration Charges: Revised August 2025

Registration charges are the administrative fee paid to the Sub-Registrar’s office to record your sale deed in the government’s official registry — separate from stamp duty. Without registration, your sale deed has no legal enforceability.

Effective August 31, 2025, registration charges in Karnataka were revised:

This applies to all property types — apartments, villas, plots, and commercial — and to both new purchases and resale transactions.

Important: If you signed a sale agreement before August 31, 2025 but are completing registration after that date, the new 2% rate applies based on the date of registration — not the date of your agreement.

 

How Stamp Duty Is Calculated: Guidance Value vs Sale Price

Stamp duty and registration are both calculated on whichever is higher — your actual sale price or the Karnataka government’s guidance value for that specific property location.

The guidance value is the government-notified minimum value per sq.ft for a given area. In Bangalore’s villa corridors — Sarjapur Road, Whitefield, Devanahalli, Kanakapura Road — guidance values were revised upward by 10–30% in 2024 in most urban and suburban areas.

This matters because: if the guidance value for your villa is ₹2.2 crore but you’re buying it for ₹2 crore, your stamp duty is calculated on ₹2.2 crore — not ₹2 crore.

Always check the guidance value for your specific property on the Kaveri 2.0 portal (kaverionline.karnataka.gov.in) before finalising your budget.

 

Worked Example: ₹2 Crore Villa in Bangalore

Let’s calculate the full statutory cost on a ₹2 crore villa, assuming the sale price matches the guidance value.

That’s
7.6% of the property value in statutory charges alone — paid in cash at the time of registration. Banks do not fund stamp duty and registration in your home loan disbursement.

 

Can You Claim Tax Deduction on Stamp Duty?

Yes — with conditions.

Stamp duty and registration charges paid on a new residential property are eligible for deduction under Clause 123 of the Income Tax Act, 2025 (previously Section 80C), up to ₹1.5 lakh. This deduction is only available under the old tax regime. From FY 2026–27 onwards, the new tax regime is the default — you must actively opt for the old regime to claim this benefit.

For co-owned properties, each co-owner can claim their proportionate share of the deduction. Consult a tax advisor to determine which regime is more beneficial for your overall tax situation before the financial year ends.

 

How to Pay Stamp Duty and Register in Bangalore

All property registrations in Karnataka are now processed through the Kaveri 2.0 portal. The process:

  1. Calculate stamp duty and check guidance value on kaverionline.karnataka.gov.in
  2. Pay stamp duty online via e-stamping through the portal
  3. Book a slot at your local Sub-Registrar’s office for registration
  4. Appear at the Sub-Registrar’s office with the buyer, seller, and two witnesses
  5. Pay the registration fee and submit documents
  6. Collect the registered sale deed — typically on the same day

NRI buyers can pay stamp duty online through the Kaveri 2.0 portal using net banking from their NRE or NRO accounts. For registration, they can appear in person or appoint a Power of Attorney holder.

 

What to Budget For

On a ₹2 crore villa, your stamp duty and registration alone come to approximately ₹15.2 lakh. Add this to your other transaction costs — GST (if under-construction), parking, club membership, and maintenance deposit — and your all-in cost runs 15–20% above the brochure price.
